A simple mound, two pools and a set of pump and pipes is enough to give you a marvelous waterfall. Also, you do not need much space for setting it up. All you have to look for is that there is no water leakage or wastage and there are ways prevent it.
So start by planning about where to place the waterfall and how will you arrange the pool or pools or even a small stream running though your garden. Make a mound from rocks and the dirt that you will get from digging the pools and stream. For preventing any leaks and seepage, you will have to use a good liner for the pools as well as all the places through which water will flow. One continuous liner may be difficult to handle. So cut up into required dimensions but make sure that each upper piece overlays the lower pieces by several inches to prevent seepage. Also make sure that the sides of the waterfall should be high enough as not to allow the splashes go out.
Arrange the rocks to hold the liner in place and make sure that you have flat rock at the place from where you want your water to spill. Arrange it in such a way that the water spills out rather than just falling down. If you can spill the water into the lower pool then you will get the splashing sound. This lower pool will also serve as the reservoir for supply of water. Make it much bigger than the upper pool from which water will overflow to form the fall. A pump will take the water from this lower pool to the upper pool. Do not fail to add water to this lower pool from time to time as some water is lost from evaporation and spillage.
If you want to make a stream, then make sure to use one continuous liner for the entire stream. A fall of 1 inch in every 10 feet is a good slope. The stream should drain in the reservoir pool.
